AN INTERNATIONAL PERSPECTIVE ON AUSTRALIA'S NBN

Many countries are developing next generation broadband infrastructure. Australia's National Broadband Network is unique because of its scale, expense and the extent of government involvement. The Australian model is unlikely to be fully replicated elsewhere, but aspects of the model, if fully realised, should deliver world-class infrastructure and provide Australians with access to a wide array of content and services. This presentation will discuss the potential benefits of competing on service delivery rather than building competing infrastructures and will outline the value of building a single, uniform infrastructure to connect all citizens. It will also highlight some of the weaknesses in the Australian model, concluding with observations about aspects of the NBN that could, and could not, be feasibly incorporated into next generation network plans in other countries.

Catherine Middleton holds the Canada Research Chair in Communication Technologies in the Information Society at the Ted Rogers School of Management, Ryerson University, Toronto, Canada. She has studied the development and use of broadband infrastructures for many years, and has followed Australia's NBN since its inception. This talk is based on research funded by a Social Sciences and Humanities Research Council of Canada International Opportunities Grant, entitled "Developing Next Generation Broadband Infrastructure: Learning from Australia's National Broadband Network."
